Russia crypto regulation entered a new implementation phase on Sep. 21, 2026, after Bank of Russia First Deputy Governor Vladimir Chistyukhin said the regulator was holding informal consultations with major banks, brokers and other financial firms over access to the regulated crypto market.
Chistyukhin made the comments at the Moscow Financial Forum, according to a TASS report carried by Rambler.
Chistyukhin said the Bank of Russia is also speaking with depositories, trading organizers and non-financial companies involved in cryptocurrency exchanges.
No formal applications have been submitted so far, he said, because several first-line regulatory acts still need to be adopted, published and enter into force.
Russia Crypto Regulation Moves From Law to Market Access
यह latest development follows legislation adopted by Russia’s State Duma on July 21. The Bank of Russia said the law governing cryptocurrency circulation would take effect on September 1, establishing a formal framework for cryptocurrency transactions through regulated intermediaries.
The framework covers both qualified and non-qualified investors. Non-qualified investors must pass a test and can purchase most liquid cryptocurrencies for up to 300,000 rubles a year through one intermediary. Qualified investors must also pass testing but can buy and sell cryptocurrencies without an amount limit.
That structure gives banks and other regulated firms a defined role in the crypto market. The Bank of Russia said the infrastructure will include existing financial institutions as well as crypto exchanges and digital repositories.
Brokers and management companies will also be able to facilitate transactions, including on organized trading platforms.
For Russia crypto regulation, the next step is therefore procedural rather than legislative. Firms can consult with the regulator now, but applications depend on the supporting rules being completed.
Banks Face New Rules Before Formal Entry
The distinction between consultation and authorization is central to the September 21 report. Chistyukhin said the required regulations include acts covering registers and qualification requirements. Until those measures are formally adopted, published, and take effect, financial firms cannot submit applications.
The Bank of Russia has already begun building the regulatory framework. On July 27, it published draft regulations intended to launch the cryptocurrency market in Russia, according to the regulator’s public record. The broader framework gives the central bank supervisory responsibility over participants operating inside the system.

It is designed to bring cryptocurrency activity into regulated financial-market infrastructure rather than leave access entirely to informal venues.
That does not mean unrestricted cryptocurrency use inside Russia. Domestic payments for goods and services remain prohibited under the new law.
The framework instead permits exporters and importers to use cryptocurrencies for cross-border payments without limitations, with transactions conducted through intermediaries or directly using different wallets and cryptocurrencies.
Russia Crypto Regulation Keeps Cross-Border Use in Focus
Cross-border settlement is an important part of the Russia crypto regulation already under development.
A July 22 report by The Coin Republic said Russia’s new legislation establishes rules for exchanges, brokers, digital depositories and other intermediaries while creating a formal structure for selected foreign-trade transactions.
The report also noted the 300,000-ruble annual purchase limit for non-qualified investors and the transition period for existing operators through July 1, 2027.
For Russia crypto regulation, that transition period matters because existing market participants have time to obtain licenses and bring their operations into compliance with the new requirements.
The Bank of Russia’s own announcement confirms the transition period runs through July 1, 2027.
The Coin Republic has also examined the payment infrastructure already available to Russia-linked businesses.
Its June 14 report reviewed crypto payment gateways, including OxaPay, Paymento, ForumPay, A7/A7A5, and B-Crypto with Rosbank, in the context of cross-border transactions.
